PGR4 unlocked framerate New York on bike - Xbox 360 (2023)

I wasn't totally satisfied with the Xenia unlock framerate patch applied to PGR4 on a real Xbox 360, because the framerate drops to 30 fps in crowded locations, so I've tested another way to unlock the framerate.
This is an attempt. More tearing effect but more smoothness and a constant framerate.
