Very much a violation as probable cause has to be narrowly tailored to specific people and articulable crimes suspected. Just being in a high crime area has been struck down as probable cause by the supreme court

There is no one to tell them ‘no’. They can do whatever they want, and if you don’t like it, sue them. Of corse that takes years and thousands of dollars, so we don’t, and they keep up the abuse. Gotta be a better way to control these criminals.
