I think that deep down Tony just didn't kiss Pepper out of fear of what he felt for her and not knowing if that feelling was love or if it was just in the heat of emotion and also maybe deep down he didn't want to hurt her.

It's in armor wars, and pepper is telling tony who force and shockwave are, which he can then use to take them down, considering their criminals and all. So he's thanking her and says he could kiss her and she says whats stopping you cause she likes him but he can't see it, and it gets awkward. There ye go, those with no imaa knowledge. Well lately I've been watching the 16 I own over and over so I know some nearly off by heart.... I know it's sad.
