i used to work in a NOC and had international clients. dealing with underwater sea cable repair was the MESSIEST of issues. it literally leaves connections to countries down. then you have to typically depend on another country's abilities to do the repairs. the amount of times i had to deal with japanese repair ships to get Ireland back online would blow your mind.

Cutting cables of potential opponents in time of peace gives one valuable insights in how the opponents are going to remediate in time of war, like how they reroute traffic, how long does it take for them to repair the cables. It forces the opponents to show their contingency plan. In addition observing how they repair and harden the cables tells one what it will take to severe these cables again in time of conflict. There are alerts on the ship to let you know if something is dragging, or the anchor is loose. This was done on purpose end of story.

When I was in the UK 7-8 years ago, it seemed like every WiFi network on a given block would just black out. I used to joke that the undersea cable was being jostled.
