I’d call it an Eric Johnson lick (from Cliffs of Dover). It is much, much easier to play with downward slanting economy picking.

This is an incorrect tab of what Joe is playing. First of all he's playing the B minor pentatonic, but he's also alternating between 5 notes down and then 6 down in the clip. You are doing a consistent 5 notes down pattern, which can be hard to improvise with as 5 is an odd number.
