You should never start a boat engine that is not being supplied with water. You will immediately destroy the impeller that draws cooling water for the engine. Most of these boats were written off by insurance companies. Unless you really know what you are looking at, save yourself a lot of trouble and don't buy a damaged boat. Often a boat can look perfectly intact but was sunk by a storm or something. The engines, fuel tanks and electronics are all suffering from water intrusion. Unless you can get it really cheap and factor in doing everything yourself, walk away. Often boats that sank are salvageable if they worked on quickly but if they have been sitting ashore for any length of time, they probably no longer are.

keep in mind that some state DNR regulations require inspection for invasive species before you put them into inland lakes. An acid wash may be required.

I know you are trying to avoid boats that are too big... but I'd be most interested in seeing you get one that has an "indoors"... or cabin of some kind. I've seen a few like... mini cabin cruisers. Not much space, but super cool. My grandfather had a 16-ft runabout and eventually traded up to a 20 ft pontoon... but his next door neighbor at the beach house had one of these mini cabin crusers... about 20 feet... tiny kitchen eating/sleeping area and a small closet where they had a compost toilet for emergencies. Super small... but super cool.
