Update e2fsprogs on Raspbian Stretch

This is a quick tutorial on how to update the E2FSPROGS in Raspbian.

This isn't relevant to raspberry pi, but you know that jyo18 drone you covered with a bunch of mods? The SD card slot - does it need a certain format? I'm pretty sure mine is FAT32 but I just want to be sure. thanks!
