Ive written a document to calculate the cheapest price for missing ops: Insert ur missing ops in line B (the ops are sorted by tier, nation, kind of decoration)!
(Careful: the document doesnt distiguish between missing ops: so when u need last tier V ops only insert them into the calculation)

I still trying to complete the chinese collection, but its very difficult, becase most of the times i recieve tier I and II decorations ... and i need more boxes and time.
