The headline for this video is inconsistent with the detail within it and probably wrong. The headline says that Osborne blamed groupthink. The video then says that Osborne said it may have been to blame. One is a definite assertion; the other is merely a speculation. It's poor journalism.

According to a BBC article on this, the British Museum (BM) has over 8 million artefacts in its collection. The difficulty of maintaining accurate records in such a case is considerable and I think people need to be aware of this. I'm not saying this excuses failure, but it explains why the failure is not a basic one indicating stupidity. Further, according to the art dealer who has been pushing this story along, one item in the catalogue was a collection of 942 gems, catalogued by counting them but not itemizing every one. According to him, 935 have gone missing, so that's potentially 935 items, if you count each gem as an item instead of the collection as one item. If he has counted that as 935 thefts then we're not far off the guesstimated 1500 - 2000.

A second point arising from the fact that the BM has over 8 million artefacts in its collection is that, even if 2, 000 have been lost, that is only 0.025% of the total. Individual artefacts stored by the BM remain safe, with a very, very high probability.
