Assalam-o-Alaikum... Sir... how the control codes in hexadecimal be 00 to 19??? Shouldn't it will be from 00 to 1F???

Sir at 3:56 it's written that unicode can use either 8, 16 or 32 bits PER character
But at 4:06 you said that 32 bits can store upto 2.15 billion characters.
This confused me 😔

And sir at 6:42 you stated that since amplitude range is 0-10 we can use 4 bit binary. Sir if it was even 0-15 we could've used 4 bit binary right? (As 15 is 1111 in binary). If it had been 16 the we would've needed an 8 bit binary, right?
