There are some things you left out about Jay and is governance of Illinois. Because of high taxes on companies, property taxes and income taxes people are leaving the state contributing to a lower tax base. Jay moved a toilet out of a washroom in his home to avoid higher property taxes. The crime rate is high in Illinois.
