Im still missing the shop guy where the hidden mushroom toad is, but the toad finder is saying nothings there for sny toad in the area but my log says 98% toads recused

Toad number 33 (one from shop keeper) isn't there.. hell those shop keepers are not even there and I beat the water dragon area already. Working on clearing the blue streamer.
