The reason the whirlpool is of such magnitude is likely due to the depth of the water. The specific spawn location has a water depth presumably deeper than 200m, which for Stormworks, is extremely deep. If that is the case, there is your explanation.
I know this because of testing these features throughout the different environments, and they do vary accordingly.
These two results are based off testing in world seed 66 alone, and none other.

Aren’t rogue waves usually way higher than tsunamis. Like a tsunami can be very dangerous for land things but barely affect ships since a tsunami can’t form very high waves in the open ocean but rouge waves can severely damage large ships in the open sea like tankers, cruise ships, and even oil rigs.
