highways are useless for cities, especially a medium sized ones like Winnipeg. All you will do is create bigger suburbs around Winnipeg

-Less controlled intersections
-an underpass or two
-left turn on portage to go south rt 90 is ridiculous… keep the cloverleaf.
-dedicated BRT/ bike / pedestrian lanes would be great

Toronto is a mess of traffic because highway's in and out of the city were not planned properly before building things. A highway increases the amount of traffic in and out of a city, it allows people to live further away in small suburb towns and still commute and work in the city in a reasonable amount of time. Cars are going electric in 50 years most cars will be electric, the hippie argument against them makes no sense anymore.
A train can only service people that can walk to it for 15-20 min, a bus can service people about 30 min away, these are realistic numbers from someone who lived all around T.O taking transit and driving to and from work.
Now a highway can service anyone 20-30 min away from each on ramp, 20-30 min away in a car at 5am-6am goes a long way.

Please do not let this woman speak for us. this city desperately needs better roads for vehicles of course we need a more walkable city but WE ARE LOCATED IN THE MIDDLE OF THE COUNTRY, most people who live here should realize the major importance of being able to commute effectively and quickly even in the City.
