To put things into perspective, the cop is so well trained in regards to his target practice shooting because he hit the kid dead center on his chest. So the officer obviously takes his training seriously. Now think about the cop's training in regards to NOT SHOOTING AN UNARMED CHILD. The officer demanded the kid the show his hands, and as soon as the kid complied, the officer showed him the payoff target practice. But the cop failed miserably in a different and more critical aspect of his training. So much for Protect and Serve.
