It is not just ASML, also other necessary materials and chemicals are controlled by Japan. Even Korea was in trouble when Japan stopped exporting the necessary chemicals for chip fabs. They even tried to hire engineers from TSMC but nothing could be done. On top of these, the software for designing chips is part of the ban as well...
