Here is explain!

1. Her speed is infinite
2. She controls time and space
3. She has FULL control on time, so if Dio will time stop she wont be affected
4. She can change time flow for ONE exact object. For example she made tomatoes grow instantly
5. "But a stand can only be defeated with a stand🤓" no, she will kill Dio himself, as Jotaro did to orangutan with ship stand, or how ambulance did to Kira Yoshikage

Touhou gameplay mechanic is also tied to the lore. You saw Sakuya attack with spell cards (that have a name in the up right corner) which are basically attack patterns that are meant to be a beautiful way to fight in a not too violent way. So basically Sakuya was fighting with the spellcard rules so she could only timestop for a certain amount of time or the gameplay would not go on. If she fought with her abilities at 100% she could manipulate time (not only stop it) and use her knives in a more deadly way instead of giving a chance to dodge (which would be required following the spell card rules aka having a possible gameplay for us to play, since touhou is a bullet hell game)

Fun fact Toby Fox is a big fan of touhou project and undertale has a lot of references to touhou (Asriel attacks being a Marisa's reference, Asriel being an anagram of Sariel, which in itself is a reference to a christian angel, Toriel clothes are very similar to touhou Sariel clothes, tsundereplane has Yukari hat, in the librarby an entry refers to bullet pattern cards as birthday presents, alluding to touhou spell cards, battle against a true hero is basically a touhou song since it uses the famous Zun trumpets aka zunpets which are a specific sound font of trumpets that Zun, the creator of touhou uses in 90% of his songs, the whole underground theme with a core at the end of the game is paralleled to subterranean animism game where Reimu goes underground to fight a bird that uses nuclear power as a core given by the god Amaterasu. And probably something else I forgot to include)

Imo, as a fan of both, sakuya is stronger but dio is a better character.
