It’s one of the Toy Makers minions. He warned the Doctor that they would come. They (Toymaker and his minions) exist outside of our universe. Which is probably why they can break the fourth wall. Did you notice Maestro looked right into the camera a couple of times. I’m actually enjoying Doctor Who again this season.

I loved it. The Doctors reaction & fear reinforced the actual level of danger & high stakes that a villain like the Maestro needed to project. Sold it beautifully.

2. Out of kindness for whatever is chasing him

Theory time

I think Ruby is a pantheon. Of what we find out. The mystery of her mother is huge. But in this episode you can see a child pantheon that is new and young. So they can reproduce.

I think the doctor is a pantheon of life. Before the timelords limited his regerations, it was limitless. It could explain why he had no parents, alone and aboneded.

The One who waits could be the pantheon of Time. At the end of the flux series we saw a person who identified itself as time. It said it was coming for the doctor. I think, I cannot remember it fully.

I reckon when the Flux was destroying the universe. It created holes for the toymaker and other pantheons to escape their pocket universes or dimensions to our universe to cause chaos.
