The loot cart rule doesnt make sense!!
You HAVE to collect it every time you see it, waiting for it to fill up with loot shows just how you dont understand its mechanics.
Basically you are given back 20% of the highest loot the enemies stole from you. If you're being attacked many times, it won't fill up higher than the best enemy loot divided by 5 (which probably is the first one, since you lose resources with every defense you take).
In order to maximize its effects, you have to collect it every time you get attacked. The only way you can fill it up is to get off the account for at least 30 days, and proc the special "event" that gives you rewards for coming back to the game: only in that case you will see the loot cart full with resources to get you back in the game and to give you a little headstart.

Loot-cart loot stacks (adds up) only when you are inactive for long. Otherwise, it just stores the maximum of all those amounts possible over the time period.

Another unwritten rule is that, if your troop lvl is low don't donate it on higher th like th 6-8 donating to th13 up.

On the topic of wars, I have noticed that when our clan has a perfect war many of our opponents stopped making 3stars or attacking at all. I’m not sure why they did this but I do know why me and my clan are now doing this. It’s because the reward for a tie is pretty much the same as for a loss, but only half that of a win. So if our opponents have a perfect war we would be robbing them of good loot by making a perfect war ourselves with no real gains.

If our opponents have a perfect I always just go for a 1 star on the highest ranked base
