Bills beat a 3 win team by 3 points, Chiefs beat a rival AFC contender comfortably by 8 points, I think it's fair KC gets the #1 spot. Yes, the Bills beat the Chiefs, however power rankings are supposed to be how the teams are doing currently, with not much regard for previous matchups.
