The MiG-23 has been severely nerfed recently so I definitely wouldn't put it up there.
It flies like a brick now and doesn't like rolling.

Honestly I love using the su-39 for dogfighting it's really fun especially when you bring the 4 23mm gun pods and I think you still have enough for 4 anti-air missiles 2 on each wing
