I think it's just a pcc rework, ppl complain alot about "pcc is just a purple cc, why is it worth so much", so i think they just made it so that you can change pcc's color whenever you want.

My theory for why rumbling was a thing, phoeyu prob planned on something like kaido taking over a island like how kaido's crew took over the zou which was where mink's lived. mihawk will prob be a boss roaming in the seas like a marine
