यह रुल गलत है । इसका विरोध होना चाहिए । मिडिल क्लास के लिए बार बार गाड़ी लेना बहुत मुश्किल है । विदेशो में तो लोगो की आय भी बहुत ज्यादा होती है तब भी वो लोग 30-40 साल तक गाड़ी रख लेते है ।
