I followed your guide on an FG-60F using OS v7.2.3.
The captive portal page appears on the client when connecting to the guest SSID, and it requests the email address from the user, but when the disclaimer is ticked and email is submitted, it just redirects back to the same captive portal page. It just goes around in circles at this point.
