How can I change or edit the background of the section on mobile version?

I have Instagram app on my site and on desktop mode i want it to be bigger than mobile version. When i change it's size on desktop the way i like it, it's too big in mobile version (it goes over the boundaries). So when i go to edit it in the mobile version and squeeze it to fit in boundaries, it squeezes it also in the desktop page (where it looks stupid because it's too small). How can i change the size of that so that effects only in mobile version!? Here on video you say that it squeezes the size in the mobile version, but it does not do that for me on that app :/
