A $50 fine? It should be an overwhelming penalty for violating citizen's privacy, not a slap on the wrist. An even bigger issue is the government mandate that there is no privacy, as stated by Massie. Under what authority is the government claiming that Americans must allow the government to know everything about the citizens?

PASS LEGISLATION that I have every right to be anonymous and for EVERYTHING I OWN to be anonymous and for my location and the location of EVERYTHING I OWN to be unknown and unknowable. One of the most important actions is to tear down the mainland internet blockage, and let all Chinese free to access the other part of the world.
