I cam across a study where they used EFA to extract the number of factors and then used CFA-SEM to verify the EFA model would that be okay?

Is it ok to perform EFA and CFA using the same samples but different timepoints? For instance EFA for 2019 data and CFA for 2020 data (i.e., same samples but with measurements taken in different years)
