The logical solution would be to post police at this intersection all the time. Even one police car would call others as soon as people start to gather.
Hollywood got rid of its cruising problem years ago with police closing certain intersection to through traffic Friday-Sunday nights. The police had to be at those intersections before the heavy cruising started.

The fine should be $10, 000 to $20, 000 depending on what type of vehicle is it and impound the vehicle at least six months for each month it well cost the owner of the vehicle $1, 000 to $2, 000 with a payment arrangement total price $16, 000 to $32, 000 including with the impound fee. that is just for a first violation. For a Second violation your car well be impound for a appointment to be demolished. The owner of vehicle must attend too. This is the only way to have the street’s safe with these types of takeovers. They have damaged the streets, Street lights and business when is it going to
