I might be able to shed some light on why it seems like this song disappeared.
I'm not affiliated whatsoever with the artist who made this song but I've been making music for 14 years and I have a pretty good guess as to what happened.
The instrumental itself is completely original, it was definitely made from scratch by the artist himself. However the vocals are royalty free vocals from a sample pack (I happen to know because I have the exact same sample pack)
There's nothing wrong with doing this, a lot of artists will buy royalty-free vocals to put in their songs because they don't have the money to hire a singer or they're not good singers themselves, and I've used vocals like that for hooks on songs and selling beats to people.
However the vocalist on this particular sample pack happens to be a somewhat famous artist. Singers especially will do vocal packs like this with one of the requirements being that they are not credited in the song.
From what I can see they did not credit the song to her, however some vocal packs do have restrictions on the way that you can use the vocals even in original productions.
I don't feel like digging around my samples to find the exact license for this one, but it could have had a clause where you can only use the vocals if you maintain 100% of the original composition and do not license it to other people, or some packs even have separate clauses for music in TV Shows, Film, and Video Games.
So my main guess is that they didn't read the licensing carefully enough and the song was requested from either the distributor or the vocalist themselves to be taken down either permanently or until they could reach a different agreement.

Sorry that this was super long but I've seen this before so I figured I would throw in my opinion lol

Started a new playthrough with 2.1 and thought my radio was broken. Growl just seemed to play Fumes twice as often and never this song. Even downloaded a mod to try to skip / remove other tracks only to find out this was seemingly shadow banned and scrubbed from CDPRs records. Shame.. this was literally the only song on Growl I genuinely liked.

this song and the night city song are my favorite. Driving at the night through the city with one on the radio is just feel so good. Although each song give different vibe but they still fit so well with the scene of night city, truly amazing.
