And also the moment of inertia is the sum of all moment of inertia of each particle along the axis...
In first disk mass distribution is away from the axis of rotation so inertia is more.

as moment of inertia of a body is the sum of moment of inertia of the particles... so in the first case the particles are closer to the axis of rotation hence their distance from the axis of rotation is small and hence their will be a small reduction in moment of inertia of the body in 1st case in compared to 2nd
