Perhaps someone has already thought of it this way: a hierarchical approach to the circular economy could be what I'd call the "3-R's":
1. Repair: keep using what we have for as long as possible by maintaining and repairing anything. And it gives a great sense of achievement fixing something. Be it fixing an outboard motor or mending a shirt.
2. Re-use: just because something is broken beyond repair doesn't mean the materials can't be used for something else. For years I used to live in an old worker's cottage which had been built almost entirely from re-used shipping crates.
3. Re-cycle: only when the first 2 R's no longer seems viable. process materials from broken good to make new raw materials.
