Ningning's mostly given higher heels than Winter and I think it also has something to do with how Ningning carries herself in general. She almost always have this model-like posture whether she is sitting or standing, like always with her chin up and chest popped out. I don't know if it's just me, but Ningning's overall figure also makes it look like she's taller in some angles. Winter has a petite figure so it's natural for her to look small in certain angles.

winter probably have a small build. karina once said she thought winter is so small when she first saw her. i'm already short but my small build (like shoulder etc) makes me looks smaller than i already am. she probably don't stand up correctly as in full height either

she will look small coz she's bending her knees or not standing straight. I do that tbh. I'm taller than my older sister but I slouch or bend my knees so it seems like we're the same height. Shoes helps with heights too

For Ningning, I can assure she’s shorter (she did mentioned that she’s 161cm last year and was asked if she grew taller and she laughed and then said “I don’t think I have grown”) cause her heels & platforms in performances and in interviews are super thick & long in height asf.
