According to the latest information provided by Immigration, Refugees, and Citizenship Canada (IRCC), there is currently a backlog of 802,600 applications out of a total of 2,274,600 as of July 31.

Comparing this data to the previous update on May 31, it is evident that the backlog is gradually decreasing. In May, there were 820,000 applications considered as part of the backlog out of a total of 2,248,000. This is noteworthy because the summer months usually witness an uptick in applications, particularly for study permits, work permits, and temporary resident (visitor) visas.

IRCC defines applications in inventory as those that have been submitted to the department but have not yet been fully processed. If an application is not processed and finalized within the service standards, it is categorized as being in the backlog.

Service standards refer to the average processing time that IRCC aims to maintain for different types of applications. For example, an Express Entry application for permanent residence should ideally be processed within six months, while a study permit should be processed within 60 days.

IRCC's objective is to process 80% of all applications within the established service standards while keeping the backlog at 20% or lower.

In 2022, IRCC successfully finalized over 5.2 million applications across all its lines of business.

Permanent Residence:
The most recent data indicates that IRCC has 631,500 permanent resident (PR) applications in its inventory. Out of these, 290,500, or 46%, are considered part of the backlog.

The total number of PR applications in inventory is lower than it was in May, which recorded 640,000 applications. During that time, 48% of applications had not been processed within the service standards.

IRCC breaks down its backlog projections for PR applications into three categories:

Federal High Skilled Workers, such as those in the Express Entry program, were projected to have a 20% backlog in July 2023, but the actual backlog stands at 16%, slightly higher than the 15% backlog seen in May 2023.

There has been no change in the backlog of Express Entry applications for candidates in the Provincial Nominee Program (PNP). As of May 31, 30% of these applications were in backlog, which is 8% higher than the projections and 10% over the targeted 20%.

The backlog of PR applications for spouses, partners, and children is at 18%, lower than the projected 24% and 2% lower than it was in May.Data related to citizenship applications shows that out of the 296,900 applications in inventory, 67,900, or 23%, are part of the backlog. This is a decrease from May when 27% of applications were considered backlog.

The July data closely aligns with IRCC's projection of a 24% backlog for citizenship applications, and it is expected that the backlog will increase to 26% throughout August and September.
There are currently 902,000 applications in inventory for temporary residence visas and permits, which is significantly lower than the 1.3 million applications recorded in May.

Similar to permanent residence, temporary residence permit applications are categorized into three groups: study, work, and visitor visas.

As of the end of July, 47% of temporary residence visas (TRVs) were not processed within the 14-day service standard. This is a slight increase compared to the May data, which showed that 45% of visitor visas were not processed within service standards.

The backlog percentage for study permits remains unchanged between May and July, staying at 17%, which is lower than the targeted 20%.

The backlog of work permit applications in July stood at 25%, slightly lower than May's 27% but higher than the projected backlog of 22%.
