In most games faster ram makes a difference in reducing dips in FPS, i.e. higher minimum FPS numbers which is a lot more important for having a consistent frame rate. It actually does make a difference in even average frame rate in CS as well to a point. I hit diminishing returns after about 3100MHz w/ 15-17-17-28-1T timings personally with a 4.4GHz 6600K. If you're not streaming, or have a 2nd streaming rig, technically hyper threading is pointless for CS (unless we finally get Vulkan with Source 2), as it can only use 3 threads max, so you won't see any loss in performance (per clock) w/ a 6600K over a 6700K. HT tends to increase power consumption and heat output of the chip though.
