It makes sense. Pyro can manipulate the size and intensity of the flame (big as bonfire or small as an ember) and even stuff it out. It is understandable that pyro would be a counter against the Human Torch.

This would make sense if Torch couldn't control flames the same way Pyro does. Torch is like the sun, a perpetual fire engine. This only works because it's a joke.

pyro does not have the ability to prevent someone from generating flames; his power is the manipulation and control of existing fire, not blocking another person's abilities. The Human Torch's ability to ignite and control flames comes from his own physiology and isn't something that Pyro can turn off. Johnny Storm also has the the power to absorb or extinguish flames from himself or others. that said, I like Pyro as welll... sad to see them both die. want a movie with all the fire characters on a team in it. that would be cool.
