The difference between a Monday and the next Thursday is 3 days.
For the said dates, it can be either 31 days or 38 days.
With 31 days difference, you can't get a sum of 38, so the difference has to be 38.
To get a sum of 38, the dates can't be 30 and 8 because the difference would be more than 31 days, so it must be 31 and 7.
In order to have a difference of 31 days, the present month must have 31 days.
In order to have two consecutive months of 31 days in the same year, the present month must be August.
It took me about 2 minutes to work out, but much longer to write.

Sorry sir I didn't understand, if July ends on 31st as Monday then August start from Tuesday and 1st Thursday comes on 3rd then 31+3 can't be 38.
Can anyone clarify my doubt?

I think there is a black-hole in the puzzle. So, right answer is not coming out as a single- month.

this happened in 2017 and this will happen in 2023, 2028 and once every 12 years approximately. Same as Sewing Machine, I guessed it couldn't happen around February, it had to be around July or August. Then I unpaused and listened to the so satisfying explanation.

Unclear wording of the assignment. The NEXT month means the following month and not the month after the following month. But I understand english is not your primary language so maybe the problem got lost in the translation?
