I feel like that is what they're trying to do just for the sake of a) subverting expectations b/c everyone wanted cody to win that night, b) giving Roman the 1000 days as Universal Champion and c) making another hard times storyline. I hope they just don't do the same thing at WM40 and make him lose again cuz ppl want him to win cuz they'll instantly turn on him if he can't get it again.

I think they waited to make sure he does it as a WWE guy taking the belt, rather than it looking like an AEW crossover and he takes the belt. Thats why before his documentary came out, the main focus was on him returning as a WWE guy and not as a rival.

I had an idea after Cody won at Backlash. Basically at Night of Champions, Brock beats Cody badly, with Cody beginning to doubt himself as he enters the Money In The Bank ladder match. He's taken out of the match by Brock, allowing LA Knight to win. In the following weeks, Finn Balor begins to convince Cody that he needs the Judgement Day's help against Brock and, in the future, Roman, so at Summerslam, Cody beats Brock with JD interference and later that night, Cody helps Balor defeat Seth for the World Heavyweight Championship, turning heel and joining Judgement Day. He dyes his hair black, cuts those awesome heel promos from the days of Impact and ROH, hut as the months follow he begins to realize with the help of former arch-enemy Seth Rollins that he's being used by Balor and that this shouldn't be how his story ends. Cody turns on Balor, leading to a War Games match between Balor, Priest, Dominik, and McDonaugh who would've joined JD at this point VS Cody, Seth, Sami and KO, all men trained by Dusty in the stipulation he created. Team Cody win, leaving Balor weakened so LA Knight can cash in and win the World Heavyweight Championship. Cody goes through some soul-searching before returning as the bleach-blonde American Nightmare, winning the Royal Rumble and reigniting his feud with Roman, Solo, and Heyman. Cody beats Roman at Mania 40 and finally finishes the story, only for a new one to begin with Cody VS Gunther

I also agree with this but they literally forced themselfs to wait until next mania it's stupid and unfair if Roman loses at any other event other than wrestlemania it would make no sense. So in a way they kinda have to stretch it to next mania

He's the 2nd person in the wrestling business to tell this same theory. A day or 2 after this year's mania, some wrestling obverse came out & said this. His belief was that Cody wasn't ready for the championship & WWE wants to wait until next year's wrestlemania for Cody to finally win the belt. A lotta fans don't understand why they're having him take the longer route to championship victory.
