there is a github issue that links to a bunch of the exact same issue and all have the tag "awaiting response' but theyve all been waiting for years with no response!
also when i install c++ it says its already installed

i had same error, this things doesn't really work. Just uninstall the python and install lower may be 3.6.x version

It works for me. I'm using CPU-only version. It seems GPU need more steps to solve.
