Those immigration laws have been on the books; the feds just failed to enforce them until the problem became overwhelming. I just got an official letter from 'El Gobierno de California' which is forced by the fed to print all ballots and election information in: English, Spanish, Chinese, Hindi, Japanese, Khmer, Korean, Tagalog, Thai, and Vietnamese even though only citizens can vote and speaking English is a requirement of citizenship.
