No. 4 is slightly somewhat accurate considering they almost actually did stop making Bond movies after 1991 because they felt the character just wasn't a post Cold War character. The realization that theres still terrorism and espionage especially with major events of the mid 90s convinced them to continue the character. And Goldeneye was a major hit and made a great comeback for the character
