It's a great coin. I am a Japanese collector. I recently acquired a PF 64 CAMEO of 1831 1 shilling. I checked and the total number of coins graded by NGC and PCGS is 22. Please let me know if you know how many coins were actually issued.

Another thought I had is maybe the folks at NGC had a meeting and could not figure out what to do they probably talked about it forever then could not make a decision on the best course of action so they decided to send it back not even talking into account the fact you gave them explicit instructions on what you wanted ! some people just think they know what’s best for other people
