The cutter is actually pretty strong with lasers rank 4 and heavy weapon certification rank 4 those will stack, you also have a chance to set on fire. Furthermore, heller's cutter has the damage buff against robots, and you could stack that with the skill in "tech" section that has a damage buff against robots. Unlimited ammo is also a plus. It isnt "overpowered" per se, but it can be reasonably strong and take on relatively tough enemies.

Cutters do way more damage than just 4 when you charge them up but it does use the power up faster, it’s actually really good to use on low lvl enemies to conserve ammo.

Im doing a really silly Cutter build on first run, Laser perks and Heavy weapons to increase my dmg, might regret this later lol, but its a Bethesda game afterall, you always somehow get OP without realizing it.

Edit: About level 20 now, Cutter is still very good, playing on Hard because i dont have the best movement using a controller. So if you on PC, this build would be even better since you can move better.

I got this by complete coincidence. When i went back to the planet for the quest to find berret i remembered i needed to grab a cutter since i sold the one i had. Walked into the habitation module, opened the first cutter container i saw, and decided "good enough"

I found this on complete accident in the first couple hours of my play through, used nothing else since lol. Plus that added damage to robots is damn good to conserve ammo for you ACTUAL weapons.

Funny story: About an hour or two ago, doing the mantis quest on a new character, I actually *DID* use a cutter to kill a few robots (The regular cutter, not Heller's) and it was actually faster than my other weapons by some cosmic tomfoolery.

So the cutter is a good weapon the left trigger thing wirks on enemys so the cutter with perks can be really strong

My understanding is that if you max out lasers, the cutter will uniquely always stack fire damage at a significant rate.

You can make credits and experience by making and selling Lumberjack Julep which requires one point in gastronomy and Antibiotic Paste which requires zero points. You do have to do a little research to unlock the specific recipes. By just making those two items and selling them, you can lvl up to about lvl 15 or even higher without doing a single quest and without leaving New Atlantis.
