I mean, sure, they can be small dimension-wise. But imagine one being less than a foot across, just how much matter would it require to take in in order to not collapse (yeah, oxymoron if I ever done did seen one). Hawking radiation is still energy, aka. mass. A black hole is not an infinite being. One will eventually lose enough mass in form of radiation to no longer be able to contain the density, and will in response explode.
