I have been playing around with mejais for a little bit and I think its very dependant on what the enemy has. If they have a loz of outplay buttons and strong catch its probably not a good idea to buy mejais because they will nuke you with 5 ults the second you reach 10 stacks. If enemy has very bad gapclosers its value is insane. Its also very good on full tank champs that can use ap like voli or cho

Mejai rewards winning behavior. In general, getting kills and takedowns, and not dying, is winning behavior. And when you are additionally rewarded for doing so, it is the only item in the game that snowballs MORE after its purchase. So, if you are 5% behind, you buy it, have a good play, and are now 5% ahead, you actually have a 10% swing AND additional rewards (stacks).

There are also some games where you can only win if you are the victor of multiple consecutive fights. Think, exposed nexus, and you havent taken a single turret yet. If you lose a fight, its over. But if you win a fight, its not over yet. In those cases, mejai is also the best purchase. Because the behavior that leads to a win, also rewards you more than any other item would.

The great downsides are two things: 1: it delays item spikes, because it alone is not a major item spike. If you have mejai and a component item like lost chapter, and your oppenent has the completed item of the component, you are at a relative disadvantage in that moment even though you have similar gold spent.
2: in completely lost positions it is essentially "wasted" gold spend. If you cannot survive any fight, you are essentially sinking gold into an item that will never be useful. Spending the gold of mejais on 4 ruby crystals would be better gold spend, because at LEAST it would take the enemy more resources to kill you then.

Mejai being the best item by winrate is not surprising. It rewards winning behavior. But its still incredibly difficult to figure out the right situation to buy it in. In the moment, it almost always feels bad to spend 1500 gold total on it, but its absolutely true that there are MANY cases where its the best spend of 1500 gold you can do.
