You shorted across the supply, a meter has to be in-line with the load ( a beefy resistor ) to act as the load to get a true reading.

I have the 10A version of this power supply. Unfortunately it shows a lot of noise and high ripple at the output, almost 900mV P-P!! Did you test yours with the oscilloscope? BTW, I have done the same mod with the multi-turn pot for the current control.
