@9:15 - The definition itself creates a special group named the 'public authority' which is typically given extremely special privilege, especially in the areas of violence and its use against others. Democracy can't stand as a moral system if it can't first define a consistent and universal set of principles to guide 'public' behavior. The assumption that the wisdom of crowds won't work against you is only an assumption until the pitchforks come out.

For the record, the UK's inflation rate did rise to almost 3% in Aug 2017 and remained thereabouts till the end of Jan 2018, when it slowly declined towards 2% by the end of 2018.
