I thought the classification went like this:

GEN 1: Average human
GEN 2: Control existing flames (basic pyrokinesis)
GEN 3: Produce flames through their body (Pyrogenesis v.1)
GEN 4: Produce flames out of thin air (Pyrogenesis V.2)

And then exceptional cases like Benimaru who is 2nd and 3rd GEN at the same time
