Actually he can still cash out most of his money. He will need to get stock options for his existing stocks and then go to an investment bank to get a "loan" by putting his stock option as a collateral. This means if I don't pay you the loan back you keep my shares.

Investment banks do this all the time because this is one of the way the rich avoid paying tax and the banks profit from this by charging interest on the loan.
