If it explodes, it is an explosive. Whether it is compressed carbon dioxide, hydrogen and oxygen, or TNT, it's dangerous. Bureaucracy just hasn't caught up with the carbon dioxide.

It's unfortunate that the people in charge of the permitting process don't know what they're doing. This co 2 process contains similar amounts of energy and ultimately is far more dangerous than using explosives. Of course the people involved in the permanent do not have any knowledge of engineering or hazards. Yes I am a real engineer and have 3 engineering degrees. I hold NRC NQA-1 certifications in 4 types of engineering as well as hazard analysis. So, I understand what I'm talking about. Unfortunately, the people making this video and the people responsible for permitting DO NOT.

All 'explosive' means is a reactive substance. It definitely is an explosive due to the high potential energy released suddenly. Guess any level of research was too much effort
