'mysql' is not recognized as an internal or external command,

NOTE: If your root password contains a single quote (or potentially other special characters, I only tested with single quotes), this will not fix it, you have to change the password.

I guess this problem occurs most of the time (like in my case) because if you have XAMPP installed you will probably have a path to "c:\xampp\mysql\bin" in the environment variables.
Just delete this path variable and insert the path to "c:\program files\MySQL\MySQL Server 8.0\bin"
